For specific information about each committee, click the following links or scroll down to the desired committee. All HRCA Committee Meetings are open to our Members.

Committee Appointment Policy
Architectural Committee
The Architectural Committee is responsible for reviewing plans for exterior improvements being made to residential properties by homeowners. The Committee also is responsible for enforcing covenants outlined within the Community Declaration, by-laws, and supplemental declarations.
Meeting Time: First & third Tuesday of each month, 5:30 p.m.

Finance Committee
Finance Committee members work to review and make recommendations regarding the financial statements, annual audit, and budget process as well as other financially related items as directed by the Board of Directors. Members assist the Board in ensuring that financial records conform to generally accepted accounting principles and the provisions of the HRCA Declaration.

Recreation Advisory Committee (RAC)
This committee is comprised of District Delegates who are elected by homeowners in their district for two-year terms. Currently, there are 89 districts in Highlands Ranch. As the community grows, so will the number of districts.
The RAC is responsible for making recommendations to the Board of Directors regarding recreation policy, expenditures, and programming. In the early 1980s as the HRCA was developing, a sub-committee was formed from the RAC to assist staff in formulating the Recreation Rules and Regulations, thus giving residents a voice in policy making.

Development Review Committee (DRC)
The DRC is an advisory committee to the HRCA Board of Directors that reviews development plans in Highlands Ranch and areas adjacent to the community. Comments relating to the proposed development, with suggestions and recommendations, are submitted by the HRCA to Douglas County. The committee reviews subdivision plats, site plans, landscaping, building materials, colors, traffic flows, pedestrian access, etc.

Public Issues Committee
This is a special committee to serve in an advisory capacity to the Board and to identify and present to the Board, the Recreation Advisory Committee, and Delegates various issues and concerns within the community, Douglas County, the State of Colorado and otherwise which may impact the HRCA, its members and the Highlands Ranch community; to gather, review, analyze and provide to the Board, the Recreation Advisory Committee and Delegates, complete, accurate and timely information on an impartial and ongoing basis with regard to such issues and concerns; to consider alternative courses of action with regard to such issues and concerns; to make recommendations to the Board for its consideration and action.

Cultural Affairs Association Advisory Committee
The Highlands Ranch Cultural Affairs Association (CAA) Advisory Committee is a group of individuals that have experience in the Cultural Arena; dance, theater, music, and fundraising. The committee meets quarterly to help plan and execute events and programs, and to help raise funds for the CAA. For more information email jnoebel@hrcaonline.org.

Backcountry Planning Areas Committee
The Backcountry Planning Areas Committee is an ad-hoc committee formed to evaluate the planning areas identified in the Open Space Conservation Agreement Plan (“OSCA Plan”) for suitability of the uses and the development identified in the OSCA Plan.

The Tribunal Committee was created pursuant to Section 12 of the HRCA Bylaws, Notice and Hearing Procedure, the Board of Directors appoints a Hearing Committee or Tribunal to respond to a Member request for a Hearing. The Tribunal is represented by three members of the Tribunal panel as needed and requested.
